Abstract: Taking cost reduction and efficiency as the basic direction, motivating motivation as the
guarantee, and refinement and structure adjustment as the main ideas, the author conducts enumeration
and analysis from the aspects of materials, structure, technology, equipment, energy consumption,
production, supply and marketing, inventory, finance, business management, and risk control. It summarizes
and sorts out the current exploration methods of innovation and efficiency improvement of tire factories, and
provides some forward-looking insights. This article summarizes the concept of the "double line creation model
of the whole value chain under the happiness management thinking", and explores the business operation
in the context of industrial upgrading in the new era from the perspective of creation efficiency. It provides
a feasible and systematic reference for the establishment of new tire factories, technological transformation,
product research and development, and operation management, and promotes enterprises to move faster
in terms of kinetic energy conversion and high-quality development.

山东轮胎出口额占全国 70% 前三季度同比增长 9.2%
Shandong tire exports account for 70% of the country! it grew 9.2% year-on-year in the first three quarters
2019 年 12 月初，山东省橡胶行业协会成立 20 周年表彰大会在上海举行，从会上了解到，2019 年前三季度，
山东综合轮胎累计产量 2.56 亿条。其中子午胎累计产量 2.54 亿条，同比增长 0.77%，全钢子午胎 5 608.93 万条，
半钢子午胎 19 801.83 万条，工程胎 77.69 万条，斜胶胎 140.64 万条。
据海关统计，今年前三季度，山东轮胎累计出口额 466.2 亿元，同比增长 9.2%，比去年同期增幅提高 4.4 个
百分点。其中，对 “ 一带一路 ” 沿线国家出口达 194.2 亿元，占出口总额的 42%，增长 29.7%。轮胎出口总量位
居全国首位，占全国轮胎出口额的 70% 左右。
山东省橡胶行业协会会长张洪民认为，出口额的增长和山东一些重点轮胎生产企业的支撑有重要关系。像玲
珑轮胎、三角轮胎、赛轮轮胎、浦林成山前三季度销售收入增幅均超过了 6%，有的甚至达到 13% 左右。
2019 年以来，山东橡胶工业面临环保压力不断加大、劳动用工成本明显提高、流动资金紧张和国际贸易摩
擦不断加剧等困难，行业进入转型调整持续期。
山东省橡胶行业协会会长张洪民表示，在各级政府部门的大力支持下，行业加快了新旧动能转换的步伐，运
行质量较 2018 年有一定提高，行业实现了稳定发展，重点企业销售收入和利润率有较大增长，国际化布局迈上
新台阶，智能制造水平有了较大提升，轮胎产量基本稳定，出口呈现低速增长。
