The current situation and countermeasures of special equipment safety
management in manufacturing enterprises

Abstract: With the rapid development of modern society, the scale of manufacturing enterprises is
gradually expanding, and the types of projects they undertake are also increasing. From the perspective of
special equipment safety management in manufacturing enterprises, the application scope is becoming
increasingly broad, and the risk coefficient is also relatively high. From the perspective of the characteristic
types of special equipment, it belongs to the range of electromechanical and pressure bearing categories,
and has a certain risk factor. Manufacturing enterprises should strengthen the safety management of
special equipment and formulate more appropriate safety management plans based on the current market
environment's construction needs for special equipment. Only by meeting market demand while also ensuring
the quality of special equipment can we provide important guarantees for the development of enterprises.

中国轮胎再遭“双反”围堵！
Chinese tires are once again being surrounded by 'double anti' measures!

2023 年 5 月 3 日，英国贸易救济调查局（The Trade Remedies Authority，TRA）发布公告，对原产于中国
的卡客车轮胎（certain pneumatic tyres used for buses or lorries）反倾销和反补贴措施立案进行过渡性复审。
本次审查对象为负载指数超过 121 的卡客车充气橡胶轮胎，新轮胎或翻新轮胎。涉案产品的英国海关编码为
4011209000，4012120010。倾销和补贴调查期为 2022 年 1 月 1 日至 2022 年 12 月 31 日，损害调查期为 2019
年 1 月 1 日 ~2022 年 12 月 31 日。
中国橡胶工业协会将于 5 月 5 日下午召开会议，就欧盟对华卡客车轮胎再调查案裁决结果和英国过渡期复审
案进行应诉分析。届时，商务部贸易救济局领导及中橡协领导将全程参会并指导。
据估计，英国的翻新轮胎行业每年为英国经济贡献约 2.3 亿英镑，并提供 5 500 个工作岗位。就英国对华卡
客车轮胎的复审案而言，该措施是英国调查机关旨在评估欧盟对华卡客车轮胎的 “ 双反 ” 措施，在英国脱欧后，
是否在英国继续实施、实施水平和措施范围，所启动的过渡期复审调查。原审首个 5 年期限原计划于今年 10 月
份到期，英国调查机关提前于 5 月 3 日立案。
中国橡胶工业协会提醒涉案企业，要给予高度重视，希望能借复审机会降低对英国出口卡客车轮胎的关税水
平。
而就在去年，英国政府决定继续对中国的进口钢线材征收反倾销税。资料显示，优质高碳钢线材是轮胎用
钢帘线的原料，也被称作帘线钢。这种产品在英国市场每年的估值，超过 7.4 亿英镑（约合人民币 64.1 亿元）。
2022 年前 10 个月，中国对英国累计出口线材 20.399 t，出口额为 60 617 美元。
